Housing and immovable property
- Your home was damaged or destroyed. A3.1 covers an owner’s claim for the value of destroyed property or the cost of repairing or rebuilding damaged property. See “Damaged or destroyed housing: an A3.1 claim to RD4U”. [1]
- You lost your home or residence. A3.3 concerns the loss of a home, ordinary personal belongings and the costs of new accommodation and relocation; ownership is not the only basis for residence. See “Damaged or destroyed housing: an A3.1 claim to RD4U”. [2]
- You lost access to or control of property in occupied territory. A3.6 is a separate category for owners; its subject is loss of access or control rather than physical damage. See “Property in occupied territory: lost access, physical damage or loss of a home”. [3]
- You need a Ukrainian procedure. “Ukrainian procedures: damage reports, eRecovery and a separate RD4U claim” explains damage reporting and eRecovery. Using these routes does not replace a separate RD4U claim. [4]
Forced displacement
A1.1 concerns displacement within Ukraine; A1.2 concerns displacement abroad, including being unable to return because of the aggression. Where the facts support both, you may submit one claim in each category. Protection or asylum status is not required for A1.2. See “Forced displacement within Ukraine or abroad: A1.1 and A1.2” for periods and supporting records. [5] [6] [7]
Harm to a person and loss of a family member
- Deprivation of liberty — A2.6. “Deprivation of liberty: RD4U claims and Ukrainian support” explains the requirements for civilians and prisoners of war and distinguishes other kinds of harm. [8] [9]
- Death — A2.1; disappearance — A2.2. These are family members’ claims for their own mental pain and anguish. See “Death or disappearance of a family member” for family relationships and missing confirmations. [10] [11]
- Personal injury, sexual violence, torture, forced labour or deportation. RD4U provides separate categories. “Personal injury, violence and forcible transfer” helps you find the relevant one without describing your experience on this website. [12] [13]
How to reach the submission service
The official RD4U catalogue links to the rules and submission through Diia. On 16 September 2026, RD4U states that English submission and some representation arrangements still await technical implementation. The Ukrainian-language portal is the current submission channel. “Questions about claims and next steps” explains language, representation, fees and confirmation. If you already have a court or administrative proceeding, keep its deadlines and records separately. Recording an RD4U claim does not replace a court application.
