A1.1 concerns displacement within Ukraine; A1.2 concerns displacement abroad, including being unable to return because of the aggression. Where the facts support both, you may submit one claim in each category. Protection or asylum status is not required for A1.2. How to reach the submission service

The official RD4U catalogue links to the rules and submission through Diia. On 16 September 2026, RD4U states that English submission and some representation arrangements still await technical implementation. The Ukrainian-language portal is the current submission channel. “Questions about claims and next steps” explains language, representation, fees and confirmation. If you already have a court or administrative proceeding, keep its deadlines and records separately. Recording an RD4U claim does not replace a court application. Choose a topic

Damaged or destroyed housing: an A3.1 claim to RD4U

Who can submit A3.1, what to do without an expert valuation or inspection report, and how to address ownership, repairs and eRecovery.

Property in occupied territory: lost access, physical damage or loss of a home

Distinguish A3.6, A3.1 and A3.3: owners and residents, loss-of-control dates, missing evidence, title registration and restored access.

Forced displacement within Ukraine or abroad: A1.1 and A1.2

Choose an RD4U displacement category: claims without registered status, being abroad before the invasion, returning home and information to prepare.

Deprivation of liberty: RD4U claims and Ukrainian support

Who can submit A2.6, evidence to prepare, related harms and the separate route to Ukrainian support following captivity.

Personal injury, violence and forcible transfer

A2.3–A2.9 eligibility, evidence and medical expenses, claims for children, survivor support and Ukrainian procedures.

Death or disappearance of a family member

Eligibility for relatives and partners, death certificates, missing-person extracts, children’s claims and correcting records.

Ukrainian procedures: damage reports, eRecovery and a separate RD4U claim

Distinguish a property-damage report from eRecovery and RD4U applications: ownership, inspections, co-owners and challenges.
