Forced displacement within Ukraine or abroad: A1.1 and A1.2

Explain why displacement was involuntary: you left to avoid the consequences of war or cannot return. A1.1 can include displacement within the same town. Formal inclusion of an area in a particular list is not the sole test: the actual circumstances and their connection to Russian aggression matter. IDP registration or protection abroad may support the situation, but absence of that status does not close the relevant category. ^{[6] [7] [9] [2]}

If you were abroad before 24 February 2022, for example travelling, receiving treatment or studying, intended to return and could not because of the invasion, the A1.2 FAQ permits a claim for that inability to return. Explain your home in Ukraine, the earlier trip’s purpose, the intended return and what changed after the invasion, using available records. Earlier residence abroad alone, without that loss, is not a sufficient explanation. ^{[7] [2] [11]}

Returning home later does not exclude a claim for the period of involuntary displacement. If temporary protection was granted after departure, displacement does not begin only on the status-grant date. For displacement dating from 2014, separately explain a new displacement or inability to return connected to events on or after 24 February 2022; keep the periods distinct. ^{[9] [2] [6] [7]}

One person, different periods and categories

The rules provide for one claim per person in each of A1.1 and A1.2; describe all relevant periods within it. If you were displaced first within Ukraine and then abroad, or the reverse, the rules expressly permit both categories. Naming relatives or companions in your form does not submit their claims: each person has their own claim, and a child needs a separate claim through the appropriate representative route. ^{[6] [7] [4] [10] [11]}

A1.1 and A1.2 concern the fact of involuntary displacement itself. Neither your own nor an expert’s monetary assessment of mental suffering is required for these claims. New-housing and relocation expenses, loss of a home or damage to owned housing belong in other applicable categories, including A3.3 and, for an owner’s housing damage, A3.1. Do not place expenses in a category that does not cover them. ^{[6] [7] [9] [2] [8] [3]}

Prepare facts and available records

• Record the home address before displacement, subsequent places and periods of stay, departure dates and any return. Explain the danger or other war-related circumstances that forced departure or prevented return. ^{[6] [7]}
• For A1.2, check passport and border data and provide the information requested about documents used to cross the border. If you left before the invasion, explain inability to return separately. Include temporary-protection, asylum or other status documents if you have them. ^{[7] [11]}
• Existing tenancy agreements, bills, travel records, correspondence or witness accounts may help establish residence and displacement. These are examples, not a universal mandatory bundle. Explain missing documents truthfully and provide other available information. ^{[9] [2] [4]}
• State assistance received wherever the form requires it. Previous financial or other assistance does not by itself prevent A1.1 or A1.2. ^{[9] [2]}

Use the relevant Diia service

The official A1.1 and A1.2 pages currently describe filing for yourself and parental filing for children, with birth-record checks. The A1.1 page also states that a person aged 16 or over with documented full civil capacity can file personally. If the parent-child relationship is not retrieved, use Diia’s stated route to correct civil-status registry information. A legal representation rule does not establish that every representative route works in every category. ^{[10] [11] [5]}
