Category-specific requirements
Lack of an expert valuation for A3.1, IDP registration for A1.1 or temporary protection for A1.2 is not a general bar to submission. These exceptions do not remove the category’s other conditions. [1] [11] [3]

Five groups of information
- Identity and role: identify the claimant, whether they act personally or through a representative, and whether required registry data match. Being named in a relative’s claim does not replace your own claim. [5] [6]
- Event and time: describe what happened, where, when and its connection to the aggression; distinguish exact from approximate dates and personal knowledge from information supplied by others.
- Connection to property or residence: ownership and share for a property category; actual residence and its basis for A3.3; former address and displacement periods for A1.1/A1.2. [4] [10] [9] [7] [8]
- Amount and consequences: property value, repairs or relevant expenses only where covered by the form. A1.1/A1.2 do not require your own monetary assessment of mental suffering. [4] [10] [9] [7] [8]
- Other procedures: earlier applications, decisions, assessed amounts, payments received or repairs by others, according to your form’s fields. Keep their numbers and records. [4] [9] [10]
What differs between categories
- A3.1: an expert valuation, prior report to the Ukrainian register and inspection report are not universal prerequisites. But for unregistered title that cannot be registered, the FAQ requires evidence of an attempted registration and other available ownership evidence. - A3.6: explain ownership and lost access or control because of occupation. Where registration is impossible, the FAQ accepts an attempted registration or an explanation of why no attempt was made. Unknown coordinates or missing documents proving loss of access or value do not create an automatic bar. See “Property in occupied territory: lost access, physical damage or loss of a home”. [2] [10]
- A1.1/A1.2: prepare the history of displacement or inability to return. IDP registration or protection abroad may support the account but is not a mandatory condition. See “Forced displacement within Ukraine or abroad: A1.1 and A1.2”. [7] [8] [11] [3]
- A3.3: establish that this was your actual home and explain its loss. Ownership or address registration is not a universal requirement. Provide available information about ordinary belongings, new housing and relocation, with an estimated amount and its basis. [9] [16]
- A2.1/A2.2: establish the family relationship and event. An unknown passport number of the deceased or missing person does not bar a claim, but current Diia requires a civil death record and certificate for A2.1, and a missing-person register extract number and verification code for A2.2. “Death or disappearance of a family member” explains how to obtain them. - A2.3–A2.7: prepare the event information and available supporting evidence. Medical records are the primary means of establishing injury seriousness; a forensic examination is not the sole admissible evidence. Separate direct treatment expenses for the claimed serious injury from other financial losses. “Deprivation of liberty: RD4U claims and Ukrainian support” and “Personal injury, violence and forcible transfer” explain the categories. When a document is missing
Note what is missing, why it is unavailable and whether other information supports the same fact. Check the specific category rule: permission to file without a particular document does not mean a required field may be skipped or an answer invented. For a technical error, retain its details and contact Diia support; inaccurate ownership or civil-status records require correction through the relevant registry. “Access to evidence: what RD4U rules actually require” compares specific missing-evidence situations. Keep readable copies
Keep original files and separate working copies; do not retouch damage or create generated images as evidence of an event. Give files names that identify their content and source. This is practical organisation advice, not a requirement to buy a service, expert report or special software.
Before uploading, check that each file opens and can be read. RD4U screens accessibility, readability and file security; technical deficiencies must be corrected before review. Check formats and size limits in the relevant Diia service rather than relying on a universal list on a third-party site. [5] [14] [15] [12] [13]
Keep proof of completed submission
An RD4U submission is complete after the required information and documents have been provided, checked and electronically signed in Diia. Save the confirmation with unique claimant and claim numbers, the submission inventory and a full claim copy. A draft is not submission confirmation; submission is not recording, and recording is not an award or payment. [5]
New material may be provided through Diia under RD4U rules. Supplementation or amendment is available before the claim is forwarded to the Board; after recording, additional material may be included with a notation that it has not been reviewed. Do not assume every later addition automatically changes an existing decision. [5]
