Without an expert valuation
You may submit without an expert report and without documents proving damage or value, giving as much information as possible. This does not remove ownership requirements or other category conditions. [1]
Separate Ukrainian procedure
A3.1 is an international housing claim. Ukrainian eRecovery has separate title-registration, inspection and payment rules; see “Ukrainian procedures: damage reports, eRecovery and a separate RD4U claim”. [5] [2] [3] [4]
Nationality and service access
The current A3.1 Diia page describes submission by an adult owner using an electronic signature. RD4U rules do not limit claimants to Ukrainian citizens, but exclude persons whose only nationality is Russian. If your nationality or identification method is not supported by the current channel, ask Diia support about an available route; lack of technical access is not an eligibility decision. [5] [10]
Identify the loss
A3.1 concerns the value of destroyed housing or repair or reconstruction costs for damaged housing. Buying property already damaged does not give the new owner a claim for damage preceding the purchase. Living there, having a registered address or renting does not by itself establish ownership for A3.1. [5] [1]
If you lost the home where you actually lived but did not own it, consider A3.3 separately: it concerns loss of a home, ordinary personal belongings, and new-housing and relocation expenses. Tenancy or another basis of residence may support A3.3; address registration is not mandatory. If an owner lost access or control because of occupation, see A3.6 on “Property in occupied territory: lost access, physical damage or loss of a home”. An owner who also lived there may have different categories of loss; this does not mean automatic double compensation. [8] [11] [9]
Establish ownership and your share
Check the DRRP ownership record. If title is unregistered, the A3.1 FAQ says to seek registration first. Where registration is impossible, a claim may be submitted, but evidence of an attempted registration and other available ownership documents must be provided. A refusal decision can establish the attempt even without a copy of the registration application. The absence of a valuation does not waive this ownership requirement. [1] [5]
Each co-owner submits a separate claim for their share; other co-owners’ consent is not needed for that A3.1 claim. Identify them and their shares in the form. If your exact share is not documented, the FAQ permits you to state the share you consider yours and explain the basis. Do not claim the whole property as your own. [1] [10] [5]
Without a valuation, report or photographs
You may submit A3.1 without an expert valuation. If you lack documents about damage, repair costs or value, describe the property, event, known damage and basis of the amount claimed as fully as possible; attach what you have. Do not invent a valuation, document, date or source. The form asks for an estimated claim amount, so the lack of an expert report does not mean the amount can be ignored. [1] [5]
An earlier report to Ukraine’s Register of Damaged and Destroyed Property or an inspection report is not a mandatory preliminary step for A3.1. If reporting or inspection has occurred, give its details and available results. Unknown geographical coordinates do not prevent submission under the FAQ. These RD4U rules do not replace eRecovery requirements. [1] [5]
Repairs and compensation already received
Repairs paid for by you or performed by others do not prevent an A3.1 claim. Keep contracts, receipts and other available records of work and costs. eRecovery is not an automatic bar either: disclose assessed and received amounts, other proceedings and the amount you claim. For destroyed housing, consider the assignment of the claim to the extent of Ukrainian compensation explained on “Ukrainian procedures: damage reports, eRecovery and a separate RD4U claim”. Submission and technical errors
Open the official A3.1 Diia service, check retrieved data, complete the form, attach available material and sign it. Correct DRRP ownership or property errors through CNAP or a notary; address inaccurate inspection information in the Register of Damaged and Destroyed Property to the responsible local authority. A draft or a property missing from the interface is neither submission confirmation nor a legal decision on your claim. [10] [6]
RD4U rules provide for children’s claims through representatives, but a particular route depends on Diia implementation. As at 16 September 2026, the public A3.1 page still describes filing for children as a future feature. Availability of parental filing in other categories must not be assumed for A3.1; check this service and contact Diia support if the required route is absent. [5] [7] [10]
After completing submission, save the confirmation containing the claimant and claim numbers and a copy of the information and evidence submitted. RD4U assesses eligibility for recording; recording neither determines compensation nor makes a payment. [6] [5]
