Where do I submit a claim, and is there a fee?
Submit an RD4U claim electronically through Diia using the relevant category form. Submission, processing and recording are free. The Foundation does not receive claims. Use this page’s button to open the official catalogue. [1] [2]
Nationality and access to submission: what is the difference?
RD4U’s substantive scope is broader than Ukrainian nationality. However, as of 16 September 2026, RD4U’s general FAQ describes submission by non-Ukrainian nationals as a future capability. Claims by people who hold only Russian nationality are not eligible for recording; an exception is possible if they establish that they also hold another nationality. This is separate from the conditions of the particular category and from the actual availability of its submission service. [19]
Can I submit in English?
The rules permit Ukrainian and English. However, on 16 September 2026 the official RD4U submission page states that English submission is not yet technically available. This section’s English version provides information. [1] [2]
Do I need a lawyer? How can a child be represented?
An individual may submit their own claim; a lawyer is not compulsory. The rules provide for representatives, including parents for children under 18 and guardians. Authority must be established; helping a relative does not itself authorise signing a claim. [1] [3]
These routes are being introduced in phases. RD4U still describes representation and assistance through administrative service centres as subject to technical implementation. Diia’s A2.1/A2.2 pages currently allow personal submission from 18, or from 16 with established full civil capacity; filing for children is described as a later stage. Prepare proof of authority and use the route actually available for your category; do not share another person’s signing keys or password. [2] [3] [4] [5]
Diia’s A1.1, A1.2 and A3.6 pages already describe parents submitting for children. For A1.1/A1.2, the parent-child relationship must be confirmed in the civil-status register; if the child is not displayed, check the civil-status record. These are specific category arrangements, not confirmation that every type of representation is available. [6] [7] [8]
Diia’s current A2.3–A2.7 pages already allow parents to submit for a minor child where the relationship is verified in the civil status register; A2.8 also has a parental route. Someone who was a child when transferred or deported but is now an adult is directed to the A2.9 service, which accounts for age. RD4U’s Board assigns the category by age when the event occurred. Do I need an expert valuation or a housing inspection report?
An expert valuation is not required to submit A3.1. A prior application to Ukraine’s Register of Damaged and Destroyed Property is also not compulsory. If evidence of damage or value is missing, the official FAQ permits submission with as much available information as possible. Ownership and the other conditions still need to be established. Include reports, valuations or photographs if you have them. “Damaged or destroyed housing: an A3.1 claim to RD4U” explains the purpose of each type of record. [9] [10]
My ownership is not registered. What should I do?
For A3.1, RD4U directs owners to try to register title in Ukraine’s State Register of Rights to Immovable Property first. If registration is impossible, you may submit to RD4U with evidence of that attempt and the ownership records you have. A refusal decision is relevant evidence; lacking a copy of the registration application does not prevent submission. See “Damaged or destroyed housing: an A3.1 claim to RD4U”. [9]
The property is jointly owned. Is one claim enough?
The general RD4U rule is a separate claim for each claimant’s share unless the category expressly permits otherwise. For A3.1, identify co-owners and their shares. If shares have not been formally documented, explain the share you consider yours and the evidence or reasoning supporting it. [1] [10] [9]
The home has been repaired or I used eRecovery. Can I still submit?
Yes. The A3.1 FAQ permits submission after repairs and after an eRecovery application. The form asks for compensation assessed by Ukrainian authorities and amounts actually received; include information on repairs and costs. This does not promise compensation twice for the same harm. [9] [10] [11]
Is temporary protection required for A1.2?
No. Explain the forced departure or inability to return because of the aggression and the relevant periods. Protection or asylum, if granted, is useful evidence. Later returning to Ukraine or receiving humanitarian assistance does not bar a claim for the displacement period. “Forced displacement within Ukraine or abroad: A1.1 and A1.2” explains A1.1 and A1.2. Does A2.6 include prisoners of war?
Yes. The official FAQ expressly permits such claims. Prior Ukrainian financial assistance or a refusal by the Ukrainian commission does not itself bar submission to RD4U. Requirements concerning the date, cause and circumstances of deprivation of liberty still apply. “Deprivation of liberty: RD4U claims and Ukrainian support” distinguishes this category from serious injury, torture and other harm. Who can claim for their own suffering after a family member’s death or disappearance?
Each claimant who meets the A2.1 or A2.2 rules may submit separately for their own mental pain and anguish. The rules cover defined parents, children, spouses and civil partners; other family members must show particularly close ties and elements of dependence beyond ordinary affection. Kinship alone does not make every relative eligible. See “Death or disappearance of a family member” for evidence examples. [16] [17]
What if an A2.2 extract or the missing person’s documents are unavailable?
The current A2.2 route requires an extract number and verification code from Ukraine’s Unified Register of Persons Missing Under Special Circumstances. If no entry exists, the next step is a report to the local National Police unit; if an entry exists, obtain the extract using Diia’s instructions. A separate court decision recognising the person as missing is not required. A missing passport or ID number is a different issue: RD4U’s FAQ permits submission without those details. [18] [5]
Is there a deadline, and can I add information?
On 16 September 2026, RD4U’s general FAQ specifies no closing date; its Board may set one later. You may supplement or amend a claim through Diia before it is forwarded to the Board. After recording, additional evidence may be attached with a note that it has not been reviewed. This does not extend deadlines in national procedures or the ECtHR; see “The ECtHR: jurisdiction, filing deadlines and redress” and “Parallel remedies: claims, decisions and previous payments”. What confirmation should I keep?
After completion and electronic signature, Diia provides confirmation with the claimant number, claim number, date and list of submitted information and evidence. Keep it and the complete claim copy. A decision to record the claim is a separate later result; neither message means payment has been awarded. [1]
Should I send these records to the Foundation?
No. Reading the guides and printing the checklist do not require documents. The Foundation’s general contact addresses are for questions about the materials, corrections and cooperation. Do not send medical, family or investigation records or electronic signing keys there.
